In the first season, the Free Agent pool will be comprised of all Free Agents (FA) at the time of the creation of the NDL, and the dropped players from the original rosters.
For future years there will be two genres of FAs, the Restricted Free Agents (RFA) and the Unrestricted Free Agents (UFA):
- Restricted Free Agents will be the ones that had a Qualifying Offer (QO) in their real contract at the time of the creation of the NDL and all rookies that will enter the league in the future, starting in 2012, who will all have a QO in the last year of their rookie contract.
- Unrestricted Free Agents are all players that reached the end of their contracts, players whose TO clause isn’t claimed by his team, players who are dropped from their teams and players not taken in the draft.
The Free Agency period begins right after the Post-Draft Period, with RFA during August and UFA starting in September.
For Restricted Free Agency, the following rules apply:
- It will be one-bid-blind-auction where every team will a have a chance at such player
- Teams have to declare their intents to submit a qualifying offer to a player until the League’s Trade Deadline, by making a thread with that info in the Contract Committee forum.
- If they decline that possibility or miss declaring their intents, the player will become an UFA at the end of that year.
- RFA will open in the 1st of August, with the players distributed accordingly during the month, based on basketballmonsters.com rankings.
- RFA players cannot be traded after this day.
- It is not possible to go over the Cap to sign a Restricted Free Agent.
- Owners that wish to stipulate a market price for their players and make others pay above it, may make their QO's public on the "Contract Committee" thread.
- Owners that wish to make a closed bid must do so within the time frame of their RFA's.
- Owners who do not want or forget to make a closed bid will be accounted for an offer of at least 3 years starting at the already stipulated value.
- This offer will be compared with the blind-bidding offers submitted for the player in question.
- Every offer made by other owners must be at least 20% better in terms of OCV than the value of his contract's QO.
- If there is no offer 20% higher than the original owner’s offer, the player is signed.
- If there are still standing offers, then the owner has 24 hours to match the best offer submitted by other teams and keep the player.
- In case of a tie for the best offer and the original owner doesn’t match, there will be another round of blind bidding between the tied owners.
- A signed RFA cannot be traded until the 15th of December.
For Unrestricted Free Agency, the following rules apply:
- Free Agency will be open from mid-September until the League’s Trade Deadline.
- A team must start a new thread with that player’s name and age
- It must a bid that includes number of years, annual average salary and OCV
- If they decide to offer a team option, they must state explicitly the year it is for.
- To make a better offer than the standing one a team must make an offer that is 0.50 pts better in OCV.
- When an offer stands for 24 hours without a better offer, that player is signed by the last team to post an offer.
- A signed UGA cannot be traded for the following month.
- The League’s Trade Deadline will always be one week after the NBA’s Trade Deadline.
You are not allowed to withdraw any offer once you posted it. However, if you have a trade approved that will put you over the salary cap, you'll be entitled to withdraw any bid you made in Free Agency. This withdrawal must happen as soon as the trade is approved.
