Yes, but that criteria is only applicable between POR and PHI, why use it in the 4 teams tie-break?

I've set the tiebreakers for all the PO teams:

Sorry, but there's another team in the hunt for the 1st pick in the draft. In week 17 DET was given the win against WAS because is was the "home team". However, WAS had 381 total min and DET had 619. So, WAS should be 2-16 and DET 5-13.
I'm pretty sure that i pointed this out in a previous post.
