As it's clearly written in our rules that 12 players is the mininum number of players each team need to have during regular season. However, as of now, we don't have a penalty guideline, and I think it's fair and more organize if we can have it written and enforce it against whoever not following. Here's my suggestion:
Team with less than 12 players will have 1 week after they have been warned to get to 12 players. If not, they will face penalty #1.
And then they will have penalty #2 after week 2.
Penalty #3 after week 3.
And if it's still not fix in 1 month, then they will be kick from this league.
I think to fill the roster and giving 1 month to do it is more than enough, if they still can't do it, that means he's not right for this league. That's my opinion, and I think we need to discuss about this and put it in writing.
What do you all think?

I agree with Joe, in real life teams have a 12 player roster regardless of being a good or bad team and for me this is a basic rule to follow, maybe this penalty guideline can finally enforce this rule and make all GMs more active in filling their teams rosters and help to reduce the gap between the better and worst teams.

I agree. However, any penalties enforced as a result of this should be automatically rescinded in the event of a GM change.

We all agree with this, and that was our idea when we created the rules.
On the first season there weren't any big problems with this (only 1 team I believe) but last season this was a major issue.
We will decide on the penalty, probably only 2 weeks before league removal though.
The big problem is who controls this?
In theory it's an easy thing, but we will appreciate if someone else could look at this weekly and report any infractions to LMs.

I totally agree with Joe. It would seem to be in a team's own self-interest to field a full roster, especially with the availability of 14 day contracts.
This rule has been overlooked many times over the past 2 years. A penalty structure or some other sort of incentive might help with compliance.
