Some may think that #17 is too much for a 4 spots climb, while other will think it's not enough. Usually that's the case with draft pick trading.
But I have a close to full roster and little cap, so I was looking to trade my both 1sts up for a better pick and only 1 rookie contract. While I do agree there's a drop off after the #6, I will try to trade #8 up again into one of those spots. Even if I can't, at #8 I may be able to pick someone who can contribute in a couple of seasons.

I'm on full rebuild mode, and need young players. Trading 4 spots and win a #17 seems good for me as I need players at the moment, and my cap space is limited.

I believe this is an 8 or 9 player draft and #17 wouldn't be enough for me to trade down. But it's not close to vetoeable.
