you dropped Thabo Sefolosha, Luis Scola, Alexy Shved, their contract combine total over 3.00M remaining. So, how does it work for you to drop all 3 players without cap hit?

Each player must have a contract with under 3M on their contract, not all of them combined. At least that's the way i interpreted the rule.

One player with less than 3M total $ left in his contract, can be dropped to sign one rookie.
So, you can drop the same amount of players with less than 3M left that you have rookies to sign.
In this case, it seems everything within the rules:
Calderon was a MLE and has no cap hit
Phoenix Suns drop Alexey Shved 16/17 $1,21 to sign Patrick McCaw
Phoenix Suns drop Luis Scola 16/17 $1,21 to sign Tyler Ulis
Phoenix Suns drop Thabo Sefolosha 16/17 $1,21 to sign AJ Hammons

If that's the case, then it's alright, but better have LMs to confirm this to avoid confusion. Because seems like this is a loop hole where you can just dump contracts. Players you dropped, you saved total of 3.63M, but you don't need that much to sign that 3 rookies, so it doesn't really make any sense.

I think it does make sense if the contracts have a limit, even though i think 3M is short. A GM can't drop a bad signing for free, just see my Tony Wroten drop.
It just shows that reading the league rules pays off.

Our idea with this rule was to make sure everyone could always sign their rookies, without having to take same cap dropping players in order to do so. Then we discussed what would be a contract value that make this possible, and on the other hand, didn't give a "free of jail" card to the owner if they had a bad contract or someone they wanted to cut but couldn't otherwise. We decided that 3M was "fair" since it couldn't be a big player/contract the owner wanted to drop, and if we are talking multiyear contracts, it had to be an even smaller salary per year. Do you think it's too much, the 3.0M ? Our idea was exactly how Roberto used it (I forgot to do the same for McAdoo ) and it can be used even if you already have 30M available, if you don't have roster space for that rookies.

Well, I think what would be fair is you can drop a 3M player to sign a 2nd round rookie, but you still need to take cap hit between the 2 contracts. Like in Roberto' s case. I think at least a cap hit of 1.21-0.75m for each of his case. This way, he get to sign rookie with no problem and doesn't make it looks like he's taking advantage

But you are making "taking advantage" sound like a bad thing. We think it's a good thing, as everyone can take advantage of this rule. It's like the MLE, or stashing players, or trading cap, or the 20% in RFA. They are all advantages that we give every owner to make the league more fun and more flexible to "play", since we already have the biggest cap penalty structure I know in a dynasty out there... But it's something we can put the league to vote on for sure, I don't think it would hurt the league if we drop this rule...

The rule only applies if i have a full roster and have rookies to sign.
Joe, what advantage do i get if i still have a full roster and can't bid on UFA?

You have extra cap space where you may be able to use them in trades or later release some players and sign others.
